Returning to Malta

Hello all
As I am returning to Malta shortly I have a quick question: I have my Social Security Number and clean Police Conduct Certificate from my last stay last year, is this enough to start applying for jobs, or to apply for jobs when I get back (in the next month hopefully) Is the Social Security Number the same as the ID Card Number?
I think you can only get an ID Card (Residence Card) when properly resident in Malta?
