Baggage certificate

My baggage certificate plus inventory of household items were lost in the mail.   The San Francisco Portugal Embassy office issued the approved/signed baggage certificate and placed a certified stamp on all pages of the inventory list.   A friend of mine received the certificate and list and place them in the mail.   I have a scanned copy of the approved certificate plus all pages of the inventory list.   My container is sitting in Lisbon and I cannot clear customs until I provide them the original certified baggage certificate plus the inventory list.   Does any have any suggestions on how I can overcome this problem.   THE PROBLEM:   HOUSE HOLD EFFECTS ARE IN A CONTAINER IN THE PORT OF LISBON AND MY ORIGINAL BAGGAGE CERTIFICATE PLUS INVENTORY LIST HAS BEEN LOST.  Any suggestions will be appreciated.

As far as I know you have two options that come to mind. You can email the consulate and throw yourself on their mercy and ask that they send a copy of the certificado. In our case they rejected our first request and we had to scramble to get a new application approved. They didn't respond through email but our approved certificado showed up in ten days. You should have them ship the certificado directly to the receiving agent in Portugal. That is what we did. The other option is to pay the taxes and duty on the container. The longer the container sits in customs the more you are going to have to pay in storage fees and they are high. They will quickly become more than any duty and taxes customs will charge. There is some possiblitily you might be able to get the taxes and duty refunded if you can produce a certificado at a latter date but that will take the assistance of an attorney.
