An approved EP (with IPA) can only be issued after you enter Singapore to start work here.
For work outside of Singapore, Singapore law does not apply - and thus no Singapore work pass is needed.

Thanks but question here is really since it’s a renewal can electronically the pass be issued since IPA letter is already in place and extension is permitted to return by a certain date example 3months in future like 01-Sep ?

I think for renewal, it is safe for your pass to be issued. Nowadays, they do not require to take another photo if you are with the same company. The MOM will update it through the system and you will be receiving a notification that your pass has been issued. Once done, you can check and scan the qr code in your EP card, the new validity will be reflected.

You need to be physically present in Singapore to get the work pass issued.
For renewal of an existing pass, this is not necessary.

My friend just had EP renewed and they only gave 1 year. Same thing happened to friend's colleague as well, early this year, under old rules.
Is this a new norm?

You have to be physically present in SG for pass issuance.

If I haven't left Singapore, EP renewal has been approved and issuance has been done by my company. How long will it take to receive notification letter and update in SG Work Pass App?

Almost instant update if issuance has been done. What letter are you referring to?

Ah just the notification letter stating whether to keep the card or get a new one. Ah great, it took me about 9 hours for it to update. Thank you very much
