Yellow slip tobiometric card query

My husband has聽 a MEU1 yellow slip (Irish passport). He went to immigration to get a biometric card but was told he does not need one. Although the information given him seemed a little unclear and vague.

Do EU citizens with yellow slips need to convert the paper to a biometric card?
